Sometimes referred to as a Medicare food allowance card or Medicare healthy food card. Most plans which offer this are Special Needs Plans (SNPs). Per "A Special Needs Plan (SNP) provides benefits and services to people with specific severe and chronic diseases, certain health care needs, or who also have Medicaid. SNPs include care coordination services and tailor their benefits, provider choices, and list of covered drugs (formularies) to best meet the specific needs of the groups they serve." For those who qualify, they get a card preloaded quarterly with the allocated benefits. Usually, these deposits will occur on Jan 1st, April 1st, July 1st, and Oct 1st. No, dog food is not allowed. In fact, what it can be used for is even stricter than EBT - see attached. As far as golf or pickleball, with no details of such allegation given, my guess is the author is extrapolating from a gym membership benefit and creatively suggesting something sinister. By the way, gym memberships are a benefit on many insurance plans of all types. For example, Oscar Health $OSCR offers it and none of their plans are Medicare Advantage. You all remember "Obama phones" for low income seniors. That benefit is still around and it was actually started by Reagan! Other benefits for seniors are no secret.
