This shows a complete lack of strategic thinking - moving the problem will no solve it, it will just agitate more people, in more areas further exacerbating the problem - all whilst the government try and work out how to blame it on the far right. 
This will not end well and its the front line Police who have to absorb the pressure whilst those that made the policy hide whilst trying to work out how to blame someone else.
