Ok gotcha.

Sorry I was driving. Quick explanation:

The $ listed is just for a reference based on current coin price. That’s all. The requested amount is always in $TEL. 

Now any spending proposals like this get voted on by the appropriate council, then they go to the treasury to vote on. The treasury may say “hey the price has changed a lot. We need to reconsider this” if so, it would be revoted on at a different amount.

So right now, the proposal is for 100m tel allocated towards exchange listing costs, regardless of what the coin price is

One thing to remember is that in order to pay these costs, the 100m (if using it all) has to be sold into USDC or whatever payment = to fiat.  This will cause price fluctuation or sell pressure.

Just the nature of the expenses
