The government tolerates these gangs; we know where they operate, who they are, etc. 

These networks are not hidden. The Home Office, NCA, and local police forces know precisely where they operate, who they are, and how they move product and money. Intelligence exists. Capabilities exist. The problem is not informational or logistical, it is political.
