The vote was rushed through the Rada (Parliament) and signed by Zelensky within an hour. Highly unusual. 

It's worth recalling that Zelenskys' mandate was for X years. Hes now in his 6th year as  unelected president and enjoys absolute power. Hes a Dictator.
