However, the ECI is not adjudicating who is a citizen for all government purposes (that's the Home Ministry's role in case of doubt, disputes, or when someone acquires foreign citizenship), but rather ensuring eligibility to vote—so both agencies have distinct but sometimes overlapping responsibilities in practice. The Supreme Court has also noted that the ECI shouldn't overstep, but has not said the ECI has no role in verifying citizenship for voter list purposes.
