The Brentton-Woods System was for INTERNATIONAL TRADE... from XX European Countries to US Currency.  It was agreed to maintain the European value of gold at $XX US per troy ounce. Until 1971... which the minimum wage was $1.60/hr US. 

It was illegal for anyone in the US to own gold and use it as a currency since 1933.
