Here’s an idea to permanently fix tbe housing shortage and runaway costs. Limit this capital gain exemption ONLY for the next X years while rich old folks unload their 2nd/3rd homes and airbnbs. And properly utilize these X years to build the foundation of how to propel home constructions nationwide for the upcoming decades to come (land reform, incentivizing low cost building, re-skill workers in trades like electrician, plumbing etc). 

Sounds idealistic but I think it could set us up to not encounter these housing shortages for decades to come.
