Correct in that the bases loaded part doesn't matter. What matters is the PITCHER ... if the pitcher is engaged on the rubber and throws home, the catcher must wait. If the pitcher steps off, the catcher can move forward and step across home and receive the throw, because it's not a pitch at that point.
