The FY26 NDAA's focus on rebuilding the defense industrial base is necessary, but let’s not pretend Congress has a clean track record. The bill’s $34M biotech earmarks and creation of a redundant "Biotechnology Management Office" (Sections 12-15) risk duplicating existing DoD R&D pipelines.

While boosting domestic manufacturing is critical, the SPEED Act’s procurement reforms must be paired with strict oversight—past NDAA cycles show "streamlined acquisition" often becomes a slush fund for contractors. The $300M Ukraine aid rider also raises questions: Why tie defense industrial growth to foreign commitments when the Pentagon’s own audit found $175B in unaccounted spending last year?

Deterring China starts with auditing every dollar, not just adding more.
