What does it take to be a Fully Compliant Stage X rollup?

Like @arbitrum, a Stage X has to ensure that:

+ User exits are guaranteed, even in adversarial conditions.

+ Only a broad compromise (≥75%) of the Security Council could invalidate or block withdrawals

+ Fraud proofs are open, and centralized control is limited or mitigated with safety measures (like exit windows)

Sum it up, Arbitrum is built for the users, and nothing can put users at risk.
