"Azerbaijan has had no proper experience in conducting foreign policy. It is indeed an ancient country, but the state itself is very young and without experience in foreign-policy activities. The hope that Baku has a permanent and loyal friend in the person of Türkiye is somewhat naïve, because Ankara has its own interests.
