The main reason is because THE RESISTANCE slow walked rule making in the executive branch or in many cases told Trump it wasn't needed and changed policy short term but then was able to quickly reverse those changes because rule making wasn't employed. Trump XXX is different. The department heads are actually going through the rule making procedure. Firing those resisting and promoting those who are doing their job. This takes time, but we are starting to see this effort produce results, and it will be a lasting change. True the next dem admin can make new rules, but they can't just wave a wand to make them. It will take time, energy, and effort, and let's face it, even though the dems are very good at using the levers and rules of government to push their agenda, the dems are very lazy so we may be looking at an avg dem admin only being able to change XX% of the Trump changes back. Plus, they will face their own type of resistance by groups that benefit from the new rules. The more changes he makes in the next XXX years, the less the dems will be able to change simply because of their work ethic. As long as Trump has cabinet members buying in and pushing these rule changes, the blitzkrieg will roll on.
