Actually no, the PAC broke the real alliance when they tried to get ahead of the plan and take Texas, Oklahoma, Oklahoma State and Texas Tech for themselves.  

So go ahead and cast all the blame at them but it was the PAC that turned the other conferences AND the Networks against them.  

USC approached them.  Washington pretty much begged them to not make them wait.  Just stop.
