Shin Bet wants Netanyahu to get credit for Oct 7,  a series of coordinated armed incursions launched by Hamas and other Palestinian militant groups from the Gaza Strip into southern Israel. Tactics included rocket fire, infiltration by land, sea, and air, and taking hostages.
