Probably not, however, I get the sense that Hoover talked tough, but he was a snake, he only operated indirectly by using other people. Hoover seemed too chickenshit to take bold executive action by himself, he had to be told what to do, that mentality became his second Nature. But you never know, Hoover really hated MLK, and for good reason. Imagine how you would feel about MLK after you've had to read and listen to every detail of MLK's nasty wiretaps going on XX years?
