It’s certainly possible Gabbard is running for President 

However her role is to gather intelligence 

She has turned evidence ( documents) over to the DOJ and the FBI

Arrests won’t be made by Tulsi Gabbard, rather by the FBI

Prosecution and Conviction is the DOJ job.
