Prove it my dude.  I've been hands on in kenya and Guatemala and seen first hand what USAID can do. I can *personally* vouch for its effectiveness.

USAID didn't hand out money - they pay for services, food, and doctors where they are needed most. So if that's your XX% of people who "pocket the money" then I say mission accomplished.
