Bank of Japan is offering to lend U.S. dollars to financial institutions in Japan, and in return, those institutions must provide eligible assets as security (lending against pooled collateral). 

Imagine a Japanese bank needs USD for international business, pay off dollar-denominated debts, or lend to Japanese companies that operate globally and the bank is likely facing USD funding shortage/stress. The BOJ is stepping in to help.

This helps avoid USD-liquidity/funding stress. 

For USD/JPY, the BOJ action will likely ease dollar funding costs and prevent the yen from weakening...
