North Bihar's farmers are still praying to Indra Devta for rain... It hasn't even rained in Bihar and Gangaji already breached the danger mark. X reasons:  

X. Heavy rainfall in upstream catchment areas (Uttarakhand, UP, Nepal) 

X. Water released from dams like MP's Bansagar Dam (into the Son River). Increases the volume in Ganga.  

X. Embankments: Narrows the river. Cause silt to build up and raise the riverbed. If they break, the sudden surge of water leads to devastating floods.  

X. Siltation: Accumulation of silt in the riverbed reduces the river's carrying capacity. Causes water to spread out and rise more quickly... even with moderate water flow.

The first two reasons are unavoidable. The last two are not being addressed. Reason: #3 is a money minting scheme for a few. #4 stems from a lack of political will... No one wants to talk about it because no one wants to fix it.

Everybody loves a good flood... Everybody loves a good drought. In India, 'Relief' itself is an industry.
