Ramirez hijacked a National Airlines flight to Cuba in 1961 and was arrested XX years later after arriving in Miami from Jamaica. He admitted guilt and was sentenced to XX years for kidnapping. The file the DOJ wanted to release was marked “Secret” and labeled “Internal Security - Cuba.” Before releasing it to Congress, they needed CIA clearance to determine whether it still warranted classification .
