The White House’s decision to bar the Wall Street Journal from the press pool on Trump’s Scotland trip, part of a broader move in February 2025 to take direct control of press pool access, marks a significant break from nearly a century of precedent. Previously, the White House Correspondents’ Association (WHCA), an independent group of journalists, determined pool rotations to ensure diverse, independent coverage and equitable access for major outlets. 

Under the new policy, the Trump administration—publicly defended by **Press Secretary Karoline Leavitt**, who in 2025 became the youngest person to hold the role—now decides daily which news organizations participate. The White House frames this as expanding access to nontraditional and conservative media, with Leavitt arguing that no group should “have a monopoly” on White House coverage.
