They also fully liberated Lugansk oblast in early July and are advancing into Sumy oblast. During this campaign, the Russian military has maintained an advantage both on the ground and in the air with concentrated artillery and drone superiority. Some have criticized Moscow for not immediately advancing deep into Ukraine despite having the military capabilities to do so. However, in order to understand the current state of this war in 2025, one also has to understand Putin’s strategy. If the Russians were to focus right now on quick advancements, they would be faced with a situation similar to that of the Soviet Union in Afghanistan. The Russian approach is purely methodical and strategic. Ukraine’s 2023 counteroffensive failed because it prioritized rapid breakthroughs and advancement. As a result, their armed forces couldn’t even break the Surovikin line which is the extensively advanced military defense fortification that the Russian Armed Forces have built up since 2022. Moscow’s strategy ultimately is fighting a war of attrition because it minimizes risk while also grinding down the strength of Ukrainian forces. Their goal, in which they’ve ultimately been very successful, is to cut off Kiev’s supply routes and weaken their defensive positions.
