 By some sort of "cabal" 

I call them the ogs or creators of blockchain 

They are the only ones who can make it happen 

REASONS  : they have the funds, connections,  the know how to do it , on-boarding mechanism 

And now it's time for XRPL to get it's first Billion dollar memecoin
