Large gas or diesel storage taks near home sufficient to run the generator for a week, safety training for everyone at the home.
...and Solar won't work, Maria destroyed most of those on the island. 
Battery storage for every home that can keep them powered for a week without recharging.
Low energy lighting.
Stop electing dumborats.
