I've read Grassley's latest disclosure and it appears this relates to the 2015 hack of the State Dept.

A source gave the FBI X thumb drives of data including Obama's and it appears the records were the subject of DOJ/FBI discussions starting in the spring of 2016.

In late May, FBI officials including Trish Anderson and Peter Strzok started drafting a memo to send to DOJ seeking approval to conduct "targeted searches" of the thumb drives in order to "the full scope of unauthorized disclosure of classified emails found on [Clinton's] email server."

But the memo died--"it was never approved or sent to the Department," Horowitz wrote.

On June 27, the Midyear team including Comey and McCabe met and discussed the thumb drives but a decision was made to "forego review" of the data.

Of course by that point, Comey weeks earlier had  decided to close the investigation and not pursue charges--which he announced on July 5, 2016.
