META is a high market cap mature company and cannot offer the potential upside an AI startup can in stock appreciation. 

Lets say he gives them $1B in meta stock... Is it going to 100x? No. But OpenAI or xAI etc may 1000x... maybe. So he has to offer high risk free incentive. 

It's not panic. It's good business.
