I think a good short-term solution would be whitelisting multiple wallets (so they don’t pay the XX% tax) and then buying the team supply with varying denominations between each wall. (So it’s not obvious that it is one bundle) 

Then keeping the tax  for the snipers, that do slipped through the cracks.
