Reading between the lines,
Tesla is doing its best to get hardware3 FSD owners out of their vehicles so they do not have to upgrade those vehicles to hardware4. It’s more evidence that they realize that they will need to incur the cost to upgrade those vehicles.  Definitely in the best interest of Tesla to get those existing owners upgraded to new vehicles.   
This is a smart strategy
