There is no ban on speaking Russian (or any other language) in the families or at school outside of the classroom. 

Ukrainian is the official language of Ukraine, including in education; majority of schools teach in Ukrainian. Does it surprise you that most schools in Italy teach in Italian, and not in Russian?
