Hmmm. Seems that the capacity issue is to/from Indonesian ground gateways rather from customer density. Indonesia put restrictions such that all data must flow through Indonesian gateways, and of course, building new gateways takes permitting time, etc. 

If Indonesia allowed Starlink to use their satellite space laser network to offload data in other countries that didn’t have overloaded gateways, then they’d probably be fine.
