It must have been 2021-2022, not sure exactly, long ago. 'Scam' is widely used.
IMO, most altcoins are problematic because they're either premined, centrally controlled, or use mechanisms other than Proof of Work that compromise decentralization. 
BTC is different!
No premine, truly decentralized.
