The federal government, I believe, ultimately controls Washington, DC. I guess Trump doesn’t realize that also includes Congress. But Trump has Congress so much under his thumb, maybe he no longer takes it seriously.

This is as close to a dictatorship as we’ve ever had in our history. It started when the Republican Congress meekly permitted Trump to choose the Speaker, totally violating Balance of Powers. It has gone downhill from there.
