Title: CSM v2 Final Rollout 

Summary: This proposal seeks Lido DAO approval for the final rollout of Community Staking Module (CSM) v2, an upgrade enhancing security, efficiency, and decentralization. Key aspects include:

*   Deployment of CSM v2 with support for EIP-7002 and an improved performance oracle.
*   Introduction of three Node Operator types: Permissionless, Legacy EA, and Identified Community Stakers (ICS), with parameters available on IPFS.
*   Implementation of a Community Stakers Identification Framework to allow community stakers to join CSM, with assessment based on Proof-of-Experience, Proof-of-Engagement, and Proof-of-Humanity.
*   A phased increase of the CSM `stakeShareLimit` to X% upon release and potentially to XX% by late 2025/early 2026.
*   Ongoing security audits, with release contingent on satisfactory results.
*   Allocation of XX stETH from the Gas Supply Committee to the CSM Committee for MEV-stealing-related reimbursements to node operators.
