Senator Robin Padilla defended his proposal to lower the minimum age of criminal responsibility to 10, saying children who commit heinous crimes should be held accountable. But Akbayan Rep. Chel Diokno opposed the move and urged instead for more support and funding for the rehabilitation programs under the Juvenile Justice Law.
