It is a pernicious tax on a business before it makes any money. The only way to avoid it is scale down the size of your business to get under the £12k rateable value. Charities do not pay business rates which is why you see so many of them on our high streets (nothing against charity shops but incentives matter). Business rates are destroying town centres. It is a pernicious tax on a business before it makes any money.
