It’s 2025, and ECOWAS still doesn’t have a common central bank despite over two decades of talk about a single currency. While it funds most of its operations through internal levies, many of its development and policy programs still rely on external donors. 

In such a setup, can ECOWAS truly claim full economic sovereignty?
