I have no doubt whatsoever that @YvetteCooperMP is using the Southport murders as an excuse to push through legislation that would directly impact peaceful protest, such as those who support Palestine Action.
Historically, the Terrorism Act 2000 has been controversially applied to protesters, journalists, and activists in ways that weren't necessarily intended. 
The broad language around "preparation" could potentially capture activities that protesters routinely engage in, eg. planning demonstrations, researching targets for protest, or coordinating actions.
