Is mustard gas safe at all? 

NO! Working with mustard gas has never been safe. In 1860, when Frederick Guthrie from the University of Edinburgh first synthesizedmustard gas by reacting ethylene and sulfur dichloride, he experienced irritation on his own skin. 

Albert Niemann at the University of Göttingen repeated the reaction and suffered skin reddening and blistering. 

Yet they use it in cancer drugs!
