I've stopped thinking rulers measure themselves by their kingdom's prosperity. Now I think they measure themselves by the extent of their control.

People with family, homes, and wealth are sovereign. They'll fight to protect what's theirs, even if it means defying their rulers. People with nothing have nothing to lose, and no reason not to fight for their tyrant.
