The FBI first went after Carter Page before General Flynn in the context of the Russia investigation. The FBI obtained a FISA warrant to surveil Carter Page in 2016, while the investigation into Michael Flynn's contacts with Russian ambassador Sergey Kislyak intensified later, specifically after the January 2017 leak of the calls to the Wall Street Journal.
