In the first weeks of his leadership of the Syrian state, Al-Sharaa chose to avoid addressing the issue of southern Syria, but the clashes in the Druze-majority Jaramana area in the Damascus countryside brought back the Israeli threats to the Syrian administration to the forefront. The Israeli side sent clear messages to the new Syrian administration that it would not allow any infringement on the security of the Druze in Syria. Indeed, the Israeli Air Force carried out several raids against military sites belonging to the Syrian army. This threat prompted Al-Sharaa to search for a way out of this threat, so he knocked on Ankara’s door, and Damascus intensified its negotiations with Türkiye to establish two Turkish air bases in Syrian territory, one at the T4 airport in central Syria and the other at the Hama military airport. Al-Sharaa hoped that the Turkish military presence in Syria would provide him with sufficient protection and a shield from any Israeli threats and limit the movement of Israeli warplanes in Syrian airspace. Of course, these moves did not go unnoticed by Israeli intelligence, and the response was swift: Israeli forces destroyed both the Hama and T4 airports. This dangerous escalation prompted the Trump administration, which has good relations with both Ankara and Jerusalem to push the two sides towards direct talks on the security level and Azerbaijan was chosen to be the appropriate host given its close relations with both sides. Indeed, Turkish and Israeli intelligence officials held several meetings in which understandings were reached that reduced tensions between the two countries and also eased the situation in Syria. In this context, the Turkish side proposed a direct meeting between Israeli officials and officials of the new Syrian administration in Baku to reach understandings that would de-escalate the situation. This offer was accepted by both Damascus and Jerusalem.
