An open window for FCS members to move up without the X million dollar fee and without the two year probationary period.  

Other new rules I expect to see?

Changing the rule that only allows conferences a single conference post season game in football so that they can have more.

Changing the rule that caps conferences at only having two divisions per conference so that they can have upwards of perhaps four divisions per conference.

Creating rules to allow for cooperative practices and competition between football programs during the Spring Training window.  

A long shot prediction is that they change the season from a XX game season to a XX game season while pushing into the Summer.  Week Zero basically becomes Week One.
