We don't need to reform the IC, we need to defund the IC. @SenTomCotton 

NED's 1991 budget was XX million dollars, when the USSR fell. In 2023, it was XXX million. We could cut over XX% from NED and it still would be more than the Cold War budget, inflation-adjusted. And I bet that's true of a lot of the IC agencies.
