How is this fair? 
A 73-year-old waitress in a small-town diner, working despite severe arthritis pain in her knees, earns $950/month from Social Security after XX years as a server. Her rent ($800/month) and insulin ($200/month for diabetes, without Part D) eat up her income, forcing her to skip meals and cut pills in half. Her Social Security is taxed ($100/year, as her part-time wages push her above the $XXXXXX threshold), and a Medicare Part B late enrollment penalty (10% premium increase for one year delayed) adds $22/month to her $XXX Part B premium (2025 rate,). She delayed signing up, thinking she could rely on employer coverage, but got hit with the fine when she enrolled after losing that job.
