The Puntland Ministry of Information, Communications, Tourism, Culture and Heritage has released a preliminary statement regarding the foreign vessel SEA WORLD, which was intercepted after illegally anchoring off the coast of Bareeda in the Ras-Caseyr region for two consecutive days without notification or request for assistance.

According to the ministry, the vessel entered Puntland’s territorial waters in violation of international maritime laws, especially the United Nations Convention on the Law of the Sea (UNCLOS 1982), and did so without experiencing any distress or technical failure.

“The vessel SEA WORLD violated international law by unlawfully entering the territorial waters of Puntland without any request for emergency aid, as stipulated under maritime territorial international agreements,” the ministry stated.
“It further breached Article 19(2)(b) and (g) of UNCLOS by carrying visible arms, posing a potential military threat while sailing in a known conflict zone where Puntland has been combating international terrorist groups.”

The Puntland government emphasized that such unauthorized presence is a clear violation of diplomatic protocols governing inter-state maritime engagement.

“Diplomatic protocols clearly require that any foreign vessel entering a sovereign state’s waters, particularly if armed or posing military risks, must notify the respective government. SEA WORLD did not provide any such explanation,” the statement added.

Puntland’s Response
The government reaffirmed its legal right under international law to inspect, investigate, and take necessary action against suspicious maritime activity within its waters.

“Puntland reserves the right to inspect, verify, and respond to foreign vessels in accordance with Articles 25(1) and 27(1) of UNCLOS. A formal investigation is now underway to determine the vessel’s ownership, purpose, and cargo.”

Security Warning
Puntland warned that the vessel’s concealed presence poses a serious national security threat, particularly in a zone where ISIS-linked groups have been recently active.

“The Ministry informs both the public and the international community that this vessel represents a severe risk to the security and stability of Puntland. It remained hidden in a sensitive coastal area where Puntland has been engaged in anti-terror operations against ISIS,” the statement declared.

The government affirmed it would take appropriate legal actions upon conclusion of the investigation and hold any responsible parties accountable.

“The Puntland Government is committed to defending its maritime sovereignty, ensuring regional stability, and upholding international law.”
