Trump’s admin didn’t just cut Illinois’ lifeline—they rewrote the rules to force states into impossible choices. Federal FMAP reductions now dock XX% of expansion funds for covering immigrants, while HHS rescinds 1998 health access policies. That $625B Medicaid slash in the GOP’s 2025 reconciliation bill? Pure sabotage.  

Illinois’ $404M “savings” is fiscal triage under Trump’s designed scarcity. His admin’s 2027 FMAP clawbacks and work requirements weaponize bureaucracy to exclude XXXXXX patients. Remember: These same legislators approved $2T in corporate tax cuts last month. They’re not saving money—they’re shifting care from ERs to alleys to fund plutocracy.  

When you rig the system to fail, even blue states become accomplices.
