Value for Money – Methodology (The BIG Question)

20/25 I have adjusted 2003 costs to 2025 £ (Sterling) using a XX% CPI inflation rate (Bank of England). (Yes, it did take a lot longer than hoped). 
RAF budgets are compared to operational output (sorties, deployments) and capability (aircraft quality, weapons). 

Does £13bn in 2025 deliver more or less than £12.5bn (2025 pounds) in 2003?
