The Vatican is a sovereign  nation unto itself & crafts its own laws; also enforces them. 
Not only b/c Catholic Priests child sexual abuse scandals, I SERIOUSLY doubt they want nor need the “help” of an adjudicated Rapist also credibly accused of likely pedophilia.🤬🙄
