Spending money on a baseball team can almost guarantee that team will be competitive, but winning the World Series requires luck in a way that no organization even tries to plan for. No amount of money spent can guarantee it and at some point the returns on that money spent diminish significantly. 

You put the best roster you can on the field with the budget you have and then you need to live with the results.
